Approved scopes become consistent, versioned packages: overview, due date, documents, bid form, submission instructions. Missing information is requested, not guessed.

Collect verified bids
Structured form, uploaded proposal, or an initial email reply: each becomes one bid record with the original preserved and missing or conflicting information flagged.

Level on a common basis
Each verified bid is compared against the approved package scope. Submitted prices remain unchanged. Separate adjustments normalize scope and commercial differences.

Award
Approve the award
Recommend a bidder, mark the selection conditional, preserve backups, and route the decision through your approval process. No external award is sent merely because a bidder was selected internally.
Division Zero assembles the decision record. Authorized users approve and communicate.
Hand off the record
Construction receives the governing proposal, final scope, commercial basis, clarifications, commitments, open risks, contacts, and next actions, each traceable to the source that created it.
Division Zero preserves and organizes. The project team carries the work forward.

No invitation is sent without estimator approval, and an invitation is not counted as coverage. Participation is tracked separately. Internal selection, intent to award, formal award, and contract execution remain distinct stages.
